Default voltage problem v.3

A few weeks ago when I hit the brakes the voltage dropped, I replaced the alternator. Then the car couldn't hold the voltage and had to be jumpstarted all the time, then couldn't start even if it was jumpstarted. I replaced the battery. Now the car is okay, I drive it every day but reads about 13.5 volts when I start it, and slowly goes down, to about 13 and sometimes around 12.8 volts or so. Once in a while, it will drop down when the brakes are hit and go back up when I hit the gas. That's more of an intermittent problem though. There was some corrosion in the positive battery terminal, I got most of it out but I can't get the rubber jacket off for whatever reason. Could this be the cause of my electrical problems? Or could it also be a relay(?)
