The second metal rod is for high beams. That plastic piece looks somewhat bigger than, but I could be remembering wrong.

You found Waldo!!! Wish I could have actually of helped more. I love working on my car.
I had to hold that little piece in place and then put the plastic cover back on. Then not move the cover as I but the bigger shell back on.
