So dealer says ignition cylinder not covered under warranty

So dealer says ignition cylinder not covered under warranty How do I swap it out? The car doesn't crank when I turn the key, stays quiet and the dealer says its the ignition cylinder but not covered under warranty, I told them nevermind, is this a garage job or do I need to have a mechanic fix it for me? Any walkthroughs? Thanks

If it is a VATS issue you can bypass it easily.
