What's this whining noise? The last few weeks i've notice a whinig noise coming from under the hood when moving. My power steering fluid is full, everything else looks OK.

Check to see if it might be one of the accessory pulleys (alternator, powersteering, air conditioning, idler/tensioner). I recently ripped the serpentine belt and had to replace it. I had a squeeling noise on start up like you describe. I found out it was my alternator.
You are going to need to remove your belt and then attempt to spin each pulley. You'll notice right away which one it is. If you don't get any noise from any of the pulleys at least you've ruled that out.
