Can this be done with a reg. voltmeter and how and where to test or is this a scanner thing?

It's best done with a oscilliscope so you can see if there are any dead spots in the line. Yes you can use a voltmeter....just hook it up and slowly move the lever upward and watch the voltage. The voltage should not dip down as you move the lever....it should ONLY go up as you go more towards WOT.
