how to safely start up a car that's been sitting for three years?

Car been siting for a while startup ?'s Yea well the car has been sitting for about 3 years so I dont really know what to look for. Before starting it I was thinking drain the gas and change oil the take vavle cover off and lube the vavle assembly. Also should I crank it over with like the fuel pump fuse out of it after i do all that to get some oil all thoughout the engine? Any adivse needed before I try and move it.
