horn not working

horn not working horn doesn't work, but it works if I press the panic or lock buttons on my key thing. is there a contact that wears out? i've noticed that recently it was harder and harder and had to be in the exact spot to work, last night i slammed on it because a lady cut me off and now it does work? also, how do i get the thing that covers the steering wheel off?
