Fan Control 2/3 problem

Fan Control 2/3 problem I've had a check engine light on for quite a while and decided to finally try to fix it today.
The code I get is P0481. I checked the three relays and fuses for the fans and all check out OK. I also manually checked the fan motors and they both start right up when 12V are applied. They also come on fine when I turn the AC on. When the car is running, it takes a long time to warm up but when it finally gets to about 210 on the gauge, the fans do come on ok. The car does run very cool (about 170 according to the gauge) and only reaches the 210 range if it idles for a long time. If I erase the code, it comes right back on the next time I start the car.
Does anyone have any ideas on what to check or what could be causing the problem?

Not sure if this helps or not but when I look at the freeze frame info, the only items that look out of line are:
STFT B1% - usually at 0 but at -0.7 when code is thrown
LTFT B1 - usually at 3.9 but at 3.1 when code is thrown
STFT B2 - usually at 0 but at -0.7 when code is thrown
I'm defintely no expert so I'm hoping someone else can possilby read into this!
