A cord loose - whirring, tapping, whining, ringing, etc. or something - not sure what a cord loose sounds like.

What are the details of the car?
Where do think the sound is coming from - frant rear etc.
Does the sound go with vehicle speed or engine speed?

Are you sure it goes with vehicle speed, not engine speed?
If it goes with vehicle speed, look for something around the front wheels, see if it does it with brakes lightly applied, etc. Check the driveshaft for any paly, obstructions, etc.
If it goes with engine speed - the suggestions above are good ones.
