Default Headlight problem....please read.

I see alot of problems on here about headlight motors not working. Well I am in the same situation. My drivers side headlight wont go up. No noise...no nothing. I am not sure if it is the motor. Before the motor failed completely it would be stuck on the down position but when I removed the fuse and put it back in , the motor would work for a little.
I checked for power and there is power at the fuse. I took the motor out and check the power at the harness. One of the two wires for the motor harness has constant power but the other wire I cannot get a read on it.
What are the two wires? Is one power and the other ground?
Or should both wires have power?
Any info on how to test to see if it is an electrical problem would be appreciated. Or if anyone has the wiring diagram for my vehicle , please pass it along.
I have a 2000 T/A WS6

Thanks in advance.
