Pic says it all Yes that glare from the sun is caused by millions of small little scratches through the whole wiper area of the windshield. At night the glare from road signs, tail lights, and headlights can be awful, and when raining it is practically impossible to see through.

Dumb previous owner... Don't know what he did to it but whatever it was really screwed this glass up.

I guess I'm going to have to cough up the $215 to replace the thing, unless someone knows of something I can use to buff/polish the scratches out? They are really fine, can't feel them by hand but can feel the roughness with a fingernail.

Someone probably used a scratch pad or dirty buffer wheel, or something metal to clear ice. If you can detect the scratches by feel you probably aren't going to get them out. The clay bar cleaning treatment that is used to clean and smooth paint can also be done to glass. Might be worth a shot. Look in the Apperance and detailing section on this site for more info.
