Only time I've heard of the fans staying on after ignition is off is when the PCM has been programmed to do so, or in an overheat condition when it sees 284? degrees or higher, when it'll run for a few minutes. There's a cooling fan diagnostics on gearchatter.com for the '00 after the DTC codes that might help. TTT for you.

the pcm never losses power, and anytime you shut a vehicle off the temp will rise higher than your normal running temp for a few minutes, the pcm will store enough power to supply to the fans to help with the cool down. this isnt true for all vehicles though you may do a little research by calling your local gm dealer to ask them if the vehicle has this set up. hope it may help man

Stock tune on an 00 F-car is to run the low fan for 150 sec on key off if the engine temp is over 235deg.. it could be possible if it was changed in the tune. I believe the PCM only commands the fan on if the temp is at or above that temp only on initial Key off and not when the car is just sitting. Weird that it turned off when you messed with the AC.. Could be a bad fan relay? something been changed recently?
