if your motor is seized from sitting and rust accumulation and the starter will not crank the motor................ personally i would just roll that biotch down a hill and pop the clutch..... if that doesn't get things moving....

Also coke in the engine will seize it. Had some kid pour a bottle of fruitopia into the gas tank of my truck back when i was in highschool. Completely sugar locked the engine.
Anyway if the engine is seized due to lack of oil the only way you're going to get it to turn again is a rebuild.

Un-seizing a seized engine seems to be a popular topic, but almost all the posting I’ve seen are more entertaining than useful. I’ve found only one website and one product that takes seized engines seriously. Engine Release solved my problem.

You can use muratic acid on old rusted iron blocks. Like anything else you don't just pour it on and let it do the rest. You have to do a few things. The acid will eat the rust mainly and pit the iron. But it attacks the corrosion which is mainly whats holding the pistons in the cylinders.
Once it's done you neutralize it and tap the pistons out. Then send it to a machine shop to be bored out, usually .060 on old sbc, bbc and other thick iron blocks.
There is nothing that can be poured in the sparkplug hole of a seized up assembled engine to make it run.
