Odometer Rollback Question
Like you said the CARS MILEAGE can be rolled back with a low mileage odometer.
But you have to order the cluster from a dealership out of town because if you go to the local dealership they will look at your mileage and put that mileage into the new cluster. If its an out of town dealership they will just ask what to put in and ship it to you

Many friends of mine have done this, its actually very common.My overall point was the fact that there are people that have sold low mileage clusters out on this message board. Or any cluster for that matter you can put in the car and keep the original. Then swap it back when trying to sell it.
As far as ID'ing the cluster you might find a stamped date saying it was tested or look for casting clocks in the plastic, they do exist. I don't know what good thats going to do you though.
I've put different engine computers in a few cars and the mileage never changes.
The PCM does not readout the milage that I have ever seen on a f-car. (98-02) I have had 5 different pcms in my car over the years.
