Sending unit bad?
If the wire is shorted to ground, witch will cause false readings on the gauge, it would have continuity with ground since it essentially becomes part of the ground circuit. Like I said though you will need to make sure that the gauge is giving the false reading when you test it otherwise it will not have continuity with ground and therefore pass the test, of course assuming this is the problem to begin with.
Your going to need to pull the gauges and find the signal wire, usually on a GM is it the purple wire at the tank but I don't know about behind the dash, you'll need a wiring diagram to find that out. I guess you could test at the tank, or even easier under the rear seat where the F/P harness comes inside the car.
