Wrong toppic, but ok.

It is either the voltage droping too low or there is a bad contact in the electrical system.

Yeah, mine did the same thing for a few months and then one day I went out and it would barely crank. Your batterys gonna go soon. Once I put the new battery in the tachs stopped freaking out when I started it, so I knew that was it.

Take a closer look at your terminals. You already said you cleaned them once for a temp. fix. Maybe they need to be replaced.

Common problem on the 99's, battery is on its way out and/or your power and/or ground terminal connections need cleaning up

A lot of times the cables are filled with corrosion. Even if you can not see it. Run through every thing with a voltmeter.

When i would start my car my rpms would go to like 2200 and then fall back to 800 after like 20-30 secs. I also had a red top and just replaced it now i dont have the problem. Also i have a 1999.

Replace the battery, it's a common 1999 problem. Happened to mine too and now it's gone since I changed the batt.

it happened to me 3 times on my 99 hawk, 2 times it was very cold and first time i started it in 2 weeks or so.

the other time, well, i think my battery was not charged much @ the time from playing the stereo a bit while cleaning it out.

I never had issues with it not firing up or taking longer and nothing else was every wrong with it, and like I said it's only happened 3 times since may of last year.
