Default Center council rattle/vibration W dumped true duals

At certain RPM I get a bad center council rattle in my car. Anyone else have this problem with dumped true duals? What can I do about this? My car has 130K miles... could a new upper center council piece help?

Under the console there are a couple of metal sheets which hold the SIR module, handbrake and the console.

You could pull the console and see which one rattles. Maybe tar mat sound insulation could add some weight to the metal bracket which is vibrating and stop the noise. It is just an idea.
