Default water pump bolt broken off still in block.....

I have a bolt that snapped off while removing the water pump. There is about 3/16" of thread sticking out from the block. It wont budge with me using Plyers on it. Can I use a propane torch to heat up the block around the broken bolt to remove it?? I dont want to hurt anything inside the block.

thanks

Did you try squirting it down with Liquid Wrench and then using the pliers?

Could you could drill a hole and use a screw extractor?

i would heat up the block around it and use some good craftsman channel locks and remove that thing. heating it up will make a very big differance
