Well, seeing as how your car is 10 years old and depending on the mileage.
I would say that your e-brake shoe is worn out.
To adjust or replace it, remove the caliper and rotor. You will see the e-brake shoe, if its not worn out. You can adjust it by turning the adjusting star to set the preload on the shoe. Im not very good at explaining things, but once you get the rotor off and get a look at the shoe youll see what Im talking about.

If all LS1's are the same. Check the shoes for wear. If they are fine you should see a small spinning adjustment wheel tucked in there. I believe its exposed, not behind the brake assembly. You adjust that til it firms up.
Just go slowly, checking and that should work.
My ebrake handle used to go all the way up and was rather useless. After adjusting both sides because I had to do the brakes, it turned out great.

hey big hpw do you like your d&s rotors i have been debating them for some time now?
OP my e brake handle still comes up a ways but it is at least tight now. the shoes looked good but when i ajusted them out i went to far then couldnt get the rotor back on so it better but not as tight as i would like.

It would be hard to imagine the shoes would be worn out or would ever wear out unless you constantly leave the e brake on which would wear the shoes down.
Changing rotors is what changes the e brake shoe to rotor clearance most times. For example: I never had to adjust the e brake when replacing the stock rear rotors to Autozone blanks but when switching from the Autozone blanks to the EBC rotors required a big adjustment.

ok well they are the stock rotors and i just didnt get them ajusted where i really wanted it but it is tighter than before i was wanting the handle to tight about a 1/4 of the way not 3/4 but i couldnt cause the rotors wouldnt fit back over the shoes.

My car is on jack stands - will look tomorrow. Seems I recall that the cable can be adjusted just in front and above the rearend. Don't recall if there is cable adjustment under the console at the e brake handle.
well i thought that it was fixed but yesterday i pulled it out of the garage and into my driveway whick is on an incline and the e brake wouldnt even hold it. so i dont know if i went the wrong way with the star ajustment? i turned them out so the little piston in there was spreading the e brake shoe further apart? is that right or even make sense?

I orginally thought my e hand brake only went up about 1/4 of the way to hold when parking (memory) since I drive it so little. But just about every picture you see with the e brake on - it's at least 1/2 way up. Mine goes about 1/2 way up now after adjusting and holds but I have an a4 too.
I would assume that if you adjusted until you can just barely turn the wheels but the e brake handle still pulls more than 1/2 to all way without locking up the wheels then you might have cable stretch.
I still haven't had time to look under my car to see where to adjust for cable stretch.
ok well i def need some help cause whatever it is that i done made it worse so im thinking about putting it back to see if that would help but it just doesnt make any sense. and that you would think by ajusting that star out would be what needs to be done but didnt work in this case
