If i put headers and true duals on a vortech car, does it have to be re tuned?

No it doesn't have to be retuned.

nope, but if you got rid of any emmisions control when got headers (EGR, AIR, cats) your computer will throw an SES code unless they were previously tuned out

At a minimum I would put it on the dyno with a wide band to make sure your AFR is still good and safe. Here is the GMHTP article where they added headers to a GTO with a vortech and it picked up 50hp:
