Default PCV valve

I have a 2000 t/a ws6 and I notice what appears to be a ground strap attached to the pcv that bolts to the coolant tube.Is that just to hold it
in place? What is the reason it's there? Can I just cut make a cut in the rubber holder and replace the pcv valve?
It's probably a dunb question but I thought I would ask anyway.I assume if I
went to the dealer they would try to sell me the whole hose line with the pcv
inside.

No need to cut. Pop the rubber PCV valve housing straight up out of the holding clip. Pull the rubber elbow out of the intake, and remove the elbow from the PCV valve. Now you can pull out the old valve.

Yep, the PCV valve can be removed from the boot and that metal strap. I am curious as to what that metal strap is even there for?

I pulled the pcv valve out with a pair of pliers,Then popped the new one right in.I called the Chevy dealer and the parts guy said that the strap was to hold the hose assembly. Thanks for the information guys.

The GM service manual vaguely says that the strap is to prevent icing/condensation of the PCV valve... but that's all it says... the parts guy didn't know.

Correct. The strap is a 'heater' for the PCV valve to prevent freezing under inclement weather conditions.
