Waterpump and Intake bolt sealants?

Waterpump and Intake bolt sealants?
I'm looking at these bolts and have some questions:
WATERPUMP BOLTS
I see black RTV sealant on the bolts and at the edge of the holes in the bolck with the pump removed. Did GM put RTV sealant on the threads or just the bolt shaft? The bolts shafts also have some black on them and Im not sure if this is just possible electrolysis type effects or the remain of RTV.
INTAKE BOLTS
Do these bolts require some type of sealant? Im not sure where the bottom of these holes go into the block. Is it the water jacket or and oil passage or do they go nowhere?

I use liquid teflon on the water pump bolt so the bolts (metal) don't get locked into the block if it is aluminum, even metal to metal is a good idea. Just a precaution for disassembly later. Right up there with anti-seize on the spark plug threads.
Intake bolts never seem to have an issue.
