battery not charging. exciter wire? help please?

my car is a 99 TA. I have limited my charging problem to this little wire that plugs into the top of the alternator, I believe its called the exciter wire, when the key is on, its supposed to put a 12V charge to the alternator to "activate" it and allow it to charge the battery. The problem is that the wire isnt sending the 12V charge that its supposed to. I hooked a circuit tester up to it to find out. I had my alternator checked, and replaced the battery, so this wire is all the only thing it can possibly be. Where exactly does it go to??? a fuse? the ignition key??? the wire doesnt appear to be cut or anything. PLEASE HELP

The PCM excites the regulator for charging.
You have to be careful what you hook up to that wire , like a test light= no-no.
When the alternator was tested was it with the proper equipment?
It takes a different input to get LS1 style alternators to charge.
It is not a costant voltage it is a modulated one.
Can you scan the PCM for codes & it's data stream?
