Are these cats any good? Thunderbolt - Spin Cat - Metallic $55.00

Which one of these is better or are they both crap. I'm not looking to spend a lot of money and these are priced pretty cheap. The website I found them on is performance-curve.com. They are basically $100.00 cheaper than retail on both of these cats. Also, with a true dual setup, would the cats be placed off the header collector or more back in the piping?
