What is this part
Driver's side, I'm thinking? The EGR valve is on the pass side attached to the front of the head and has a metal flex line running to the exhaust and to the intake on the top of the intake in back of the throttle body. It shouldn't make noise.

Oh, wait a minute.. i know what you're talkin about. Gonna go check mine..

This one? It's an EVAP solenoid. You shouldn't hear anything out of it. If it's malfunctioning, you should see a check engine light out of it, but not sure.

- purge solenoid: opens/closes/meters manifold vacuum to fuel tank.
- vent solenoid: opens/closes fuel tank vent to atmosphere.
If the vent is not allowing atmosphere in, then the fuel tank may be subjected to over-vacuum... if this is the case then this is working against the fuel pump and/or pressure regulator and may cause a loss of pressure.
By wiggling the purge solenoid you may be blocking off manifold vacuum from the tank, which allows the pump/regulator to work properly.
