Default CAI vs Filter directly to TB

whats the difference between running a cold air intake vs just bolting the cone filter rite to the throttle body?

well with the cold air intake you're taking the outside air, which should be much colder than the 200 degree heat from under the engine bay allowing for a much denser charge, and keeping it from soaking too much heat. A filter directly on the throttle body... well you're making your engine breath all the hot air from under the engine bay killing a surprising amount of hp. Plus unless you change your setup, you'll needs your maf provisions and other stuff.
