'99 DBW help needed. Throttle not working

Default '99 DBW help needed. Throttle not working

I have a 99 Vette motor/harness/TAC/APP and pedal, blah blah. My problem is, the pedal isn't working. I am getting the +12v signal from the battery, when ignition is on, I am also getting the two +5v signals (pins 12 and 13 on the TAC), but still no dice. When I turn the ignition on, I can feel the actuator motor on the throttle body "ticking" but it won't respond to the pedal.

Any ideas?

Scratch that. I'm not getting my +5v reference from the PCM. Any idea why?

Anyone have an idea why I'm not getting the +5v from the PCM to the TAC?
