1999 Corvette intermittent no fans

1999 Corvette intermittent no fans My uncle has a bone stock 99 corvette and recently it has started not turning the fans on.
Temps read well above 210 w/AC on during this so I don't think its a temp sensor.
When it happens turning the a/c on doesn't trigger a fan either, but sometimes on cold start the fan will come on as soon as the car is turned on.
Swapped the relays around during a time they weren't coming on and that didn't do anything.
What does the pcm use to see when they should be on?
