Default 1999 Corvette intermittent no fans

My uncle has a bone stock 99 corvette and recently it has started not turning the fans on.

Temps read well above 210 w/AC on during this so I don't think its a temp sensor.

When it happens turning the a/c on doesn't trigger a fan either, but sometimes on cold start the fan will come on as soon as the car is turned on.

Swapped the relays around during a time they weren't coming on and that didn't do anything.

What does the pcm use to see when they should be on?

any ideas?

is the temp sensor reading the only thing the pcm looks for?
