Default dual total coverage fans vs single with shroud

Appears I have an overheating condition due to poor planning on my part. Is a dual fan setup that completely covers the core more efficient than a single fan with shroud or vice versa? CFM being equal of course. Pardon my lack of search as I am on a mobile phone. Also, I have the steam pipe routed to the stat housing due to Griffin rad. I perceive that as a nonfactor but does anyone dispute?
