For that amount of money what I would do.

Tr 55 plugs
Get the extensions
No egr
Tsp or psetter y will do
Reuse stock header gaskets

First time headers swap with normal tools it should take you about 5 hours. Very simple install.

Then jump on jegs and get a cutout for 35$.. have an exhaust shop weld it in under passenger seat for 20$ or so.
Used lid 65$..

That's under your 500.. you have a lid and full very free flowing exhaust.
Next would be ls6 intake and a tune.

exactly what i was thinking. He could save even more money by getting the flowtech headers.

Keep saving your money!! I say save up and get a Yank SS3600 converter and get a tune . Along with your free mods you already have, your car should run easy mid-to-low 12.'s right off the bat with your current exhaust set-up.

However I prefer ptc.

Any of the big companies will get the job done however.

After headers i would yes, but if your doing just a lid and cut-out i would wait.

Unless you are doing more mods in the near future, less than 3-4 months, yes. If its going to be six months or more then I would suggest a mail tune from your tuner or a sponsor like frost.
I personally wouldnt waste money for a dyno tune for just headers.

if you're trying to get the best straight line performance out of your car i would agree with getting the stall....doing that woke my car up more than anything else i have done so far. getting the lid and catback ull barely feel the difference (i barely felt the difference doing the SLP lid and a flowmaster catback, yes i know flowmaster doesn't flow well). the cutout, unless you go with an electric cutout, will only be used once in a while unless you don't mind running around with open headers all the time...personally, i would save up for a little while longer, and do a fairly large amount all at once to save you money in having to retune over and over... just my opinion though, good luck

Get a converter first-save the money for it. It will feel like the car gained 50HP.
