Harmonic balancer won't go all the way

Harmonic balancer 2001 chevy lumina 3.1L Harm Bal sticks out about an eight inch. Keeps throwing belt. Pulled it...no obstruction... appears seated due to clean mounting surfaces... put back on ,same thing ,its out an eighth inch. Used depth gauge for comparison n it appears to have enuff room to go further on crankshaft but wont. I tried an extra washer thinkn bolt buried out ,still no go. I even dry iced the crankshaft end to shrink it a lil. There is an interference fit of a few thousandths. Only thoughts for next step.... can the woodruf key go in backwards other wise it looks like I need to machine a lil off the back side. Grrrr im stuck guys
