Current set up is long tubes, 3in ofy, hooker muffler. I moved to a emission testing state so now I need cats. Don't want to go back to stock manifolds, so I was trying to think of the best way to add cats without losing power or sound tone/quality. Seemed like the best solution would be tsp duals with cats added.

TSP true duals might not be the answer. Depends on the type of emissions testing and who does it.
For example, here in PA we have emissions testing but it's only OBDII check. So when I had long tubes, no cats, and dumped duals I had it tuned so there were no codes. Even so, my friend said he couldn't inspect it at work because if somebody else saw that it had no cats and that the exhaust didn't exit the rear of the car, he could get in trouble. So I had to take it to a guy who did it after hours, off the books. He still had to hook it up to the computer and send the results in to the state, but that didn't matter because it was all tuned.
So in your case if you don't know anyone who will "help you out", then you might need cats AND a system that isn't dumped. In fact, if the shop you take it to would happen to be ******, they still might not pass it just because of the long tubes, which are technically illegal in all 50 states because of the *****....I mean EPA laws. Probably best to talk to local gear heads to see what you can get away with, and maybe get a "referral" to a good inspection station.

It's funny... But sometimes I think of adding cats to my car just because I had deviated septum surgey.... I can smell like a dog now and the smell gets to me when the T-tops are out...
