High idle till i come to a stop?

200-300 is normal. Not coming across like a douche at all. I idle at 900 and expect to coast to a stop at 1200. 1600 is hanging.

when i first start my car it idles around 1500 and slowly comes down. i figured that was normal. i idle at 800 rpms. i usually will let it get the idle down to 800 before i leave. now if i dont wait if i push the clutch in and start rolling out the drive, when if i push the clutch in to stop the rpms will shoot back up to 1500 and sometimes to 2000 until i come to a complete stop. same with normal driving i will be cruising and come to a light and push the clutch in to stop and the rpms shoot up to 1500 rpms sometimes more sometimes less and will sit there till i come to a complete stop then goes right back to 800.

My LS2 swap is doing the same thing. The revs will jump up to 2000 when I push in the clutch and hang there for 1-2 seconds before slowing back down to idle??
I have checked everywhere for vacuum leaks without finding anything. My tuner says it isn't the tune, but Im not so sure. I can't figure out why mechanically it would idle and jump up to 2k RPM without actually doing anything but pushing in the clutch, putting it into gear, but not moving at all.
Any help on the would be greatly appreciated.
