I got the starter out.
I think the combo of the short Sanderson header and the manual bell housing may be the issue.
I took the carbide bit and put a very small chamfer on the sharp lip of the bell housing where the nose cone needs to be able to slide out as you pull the starter past that lug. Maybe an 1/8" at the most. I tried 2 different starters and both go in easily now.
