You'are joking right?
PA=emissions *****

I just failed last month.
The only way i could pass is i got away with the 'under 5k a year emissions exempt'
And i have cats.
Anyway, I'd keep your cats in just to keep your car from stinking, and i hear its only a 5-7hp gain without them

edit> i hear a new law is in the works for PA, If you have a newer than 2000? car, you dont need the sniffer test, just a visual and comp. checked.......come on new law!

It depends on the county. Not all counties require emissions testing.

They told me an off-road y-pipe is illegal so I'm running open collectors.

It depends what county. They just went to visual and gas cap test in Centre County, so you can't get away without them anymore. I had an offroad X on my Mustang and they passed it no questions asked before this stupid visual rule.

i'd rather have a visual, because i know someone who'd pass it. but if it has to be hooked up, i'm wondering if it can pass.

Well, let's just say this... The shell of the converter needs to be there. They won't be able to tell if it's been hollowed out or not.

I bought two carsound cats to put in my y-pipe and the shop called me and asked if I minded that they only put on cat on directly after the y-pipe. I asked why and they said that they felt they had more room there and that they'd pass it for inspection like that. So I said sure. One cat should flow better than two and it passed. I wouldn't count on that working anywhere though. I'm happy because the exhaust still flows well but the single cat got rid of my rasp. It's funny because the cat is about 1 inch ahead of my dump.
