Electric cutout help!

Electric cutout help! I recently bought an 02 SS and one of the cutouts is stuck open. The wiring is pretty much shot. It appears it was wired with speaker wire in most parts. There are loose wires hanging from the switch and the motor. My question is can I manually close it? If so, how would I accomplish this? If not, what is my next step besides rewiring?
Electrically, give it +12V and GND on the two wires, and
if it goes the wrong way, reverse them.
The ones I've seen have a gear motor and you won't
be able to move the blade without turning it, unless you
can loosen the coupler (Allen screws most likely, and
good luck with that if they're rusty).
It's going to be easier to do this on the bench than
on the car. If you can get it apart and lube the gear
section, you might get it back to working. But these
unfortunate gizmos have a rough life.
