High HC readings on emissions

So this will be the second time ive been to emissions. The first time I failed everything and took the car back to my tuner as well as fixed some misc. stuff. Well I took it again today and with a little help from and exhaust leak the new parts and the retune I got everything to pass but the HC readings. The limit on my car is a 1.2000 and it read a 3.3850. Any ideas on what I could do to fix this? or what I could do to get it to pass? All my mods are in my signature. All the help would be much appreciated.

I'd say your best bet is to keep more heat in the
headers. They get cold, the O2 sensors get slow,
and your mixture swings wider all the time. HC
comes up at either extreme.
Now I see no mention of having cats. The Jet-Hot
cats that come with the Jet-Hot Y are a joke in
any case, even before they blow out. Cats and a
mixture that stays near center are the best bet
for passing HC.

I do have cats sorry for not mentioning that. They are not the jet hot ones either. My car keeps throwing a code and I can't for the life of me remember what the code number it was. But i'm pretty sure it has to do wit the return system for the fuel system thats messing the thng up.
