Do not drill your tb.
My bet is your tune is not using the iac correctly. I had this problem from a crappy dyno tune I paid big money for. Took it to a different tuner and he said my iac tables had been zeroed out or in some cases the iac was not following the rpm or tps (not sure which) which meant that the iac could not jump quickly enough to provide a soft landing for the transition back to idle.
Iac is meant to handle idle and smooth out when the throttle is abruptly chopped. Sounds like your mail order tune is closer than my first dyno tune...which was also my experience as I had a frost tune first.

I had a Torquer 2 on a mail order. It acted exactly like a small block with no choke. If I kept it running for 20 or so seconds it would take off and run fine. If you can't find any vacumm leaks and you've got no codes I'm betting tune. Call whoever done the mail order and talk to them about it. See what they say.
