Default High fans not coming on 2000 firebird

I noticed my car was running a little hot 190 with a 160 thermostat.

I replaced the thermostat thinking it might be faulty. No joy.

Next I tested the high fan relay and was able make the high fans come on by grounding the signal wire (dark blue) to the chassis.

Pulled C2 from the PCM and grounded pin 33 and high fans come on.

Hp tuners connected using the scan tool to activate high fan does nothing. Low fan comes on but activating high fan does nothing in the scanner.

I am running out of ideas here. Any advice anything else I can test?

I have the same problem with my 98. Someone tuned it before I got the car and set the fans to kick on at 238! Considering you used HP tuners also i'm guessing you checked what temp the fans turn on.
My high fans came on but not the low fans. haven't had enough time to test it yet.

I had a similar issue, ended up buying a SLP fan switch
