Default low coolant temp?

2001 Silverado 1500 5.3
mods: ls6 243 heads, 224r cam (from Texas speed), dual core all aluminum radiator, built 4l60e.

just first off i am new to this website. so if this is in the wrong area PLEASE let me know.

symptoms: VERY low coolant temp (140 at BEST, weird part is tho is my dash reads 170ish, code reader told me the 140), foam in the overflow, little to no heat coming from vents when i turn the heat on.

more information:
JUST replaced the radiator yesterday.
coolant lines feels more like the 140.
thermostat is a 180, just replaced last winter along with everything else in the motor. (motor refreshed)
new water pump just a few months back.
it HAS thrown the coolant code for being low temp.
it is also cold outside for i live in Missouri.

anything else you need to know ask me. i have the tools to check anything
and EVERYTHING.
please and thanks for everything you have to offer

Sounds like your tstat is stuck open not allowing the coolant to circulate in the engine and heatup properly.
