Default Throttle body doesnt close

I am new on here and if this question was posted previously I apologize, I have a 2000 FireHawk with a rebuilt LS1,(new rings, Bearings, oil pump, timing set, and, a Texas speed 114 LSA cam) the problem I am having is that since the rebuild, and cleaning all of the parts, the throttle body will not close with the throttle cable on it, with it off the spring has tension, and closes it too far, to the point the motor starts to stumble, but with the cable attached, if you step on the gas pedal, the throttle stays where ever your foot leaves it, weather it is part throttle or WOT. What could this be and how do I fix it? Please help!

With the cable disconnected, does the cable move in and out, freely?
How far past (backward/inward) vertical does the TB blade go?
If this is a small amount, the throttle body stop has an adjustable screw which needs to be adjusted so that the blade is slightly opened at idle.
If the blade itself is mounted the slightest bit off center, it will bind in the throttle body. Check the two small screws holding the blade to the shaft.

Thanks for the info Glenn, I will try that and get back to you about the cable travel, we had an ice storm here in the Carolina's so I haven't been able to work on her for the past several days

try lubing the throttle cable with graphite lube. You can get it at most motorcycle shops. It's a black liquid with a little needle deal that will fit between the cable and the sleeve. Shove it in there and start squirting away while someone is working the pedal, see if that helps.

You should also be able to adjust the stop screw on the throttle body.

Another option might be to adjust your throttle cable length.

Ok so yesterday in between the snow flurries, I found that the cables move freely in the sleeves with no binding, the Idle hole on the butterfly plate is oriented correctly, (bottom as i have read in other posts), and narrowed the problem down to the cruise actuator, where all the cables converge, then I opened the actuator cover and found that the spool in the middle that the 3 cables hook to is not returning all the way, so I cleaned the gearing with some alcohol and took a small brush to the base to clean the dirt that had settled in the bottom. Still no go. So then my son asked what the cylinder looking things with clips that are on the cables were, having no idea and nothing to loose I took one of them apart, (the one on the throttle cable) and when I took the clip off the center the cable sucked inside and the Butterfly closed all the way to the idle screw! I pulled the slack out of the cable and re installed the clip and it stayed in place, I am hoping this is the fix I was looking for, but I won't know for sure until this coming weekend when I get to start her again.
