if i'm using that oil pan (P/N 12628771 LS1 F-Body Oil Pan Camaro Firebird) what dip stick/tube part numbers match it?
I had the opposite issue with an 02 vette winged pan, dipstick, tube, etc on a 6.0 LQ9. It's supposed to hold 6.5 qts, but had 8 in it and still wasn't up to the mark.
I just put in 6.5 qts, remarked the dipstick.

if all the pans are the same other than the threads for the filter, then they must have changed the dipstick at some point or went to a shorter tube.
i'll probably cut it down to a couple inches below the full mark, then tape that spot off and scratch it up a little to mark that spot.
For those where the oil level is correct on their dipstick, does this match your dimensions and PN? I don't know where the PN is located on the tube or if I can see it while it's installed. For some reason I seem to recall the length of the hash being longer on the original dipstick,but my factory parts manual says this is the original part number.
At this point I can only think it could be a wrong tube or inadequate drain time
