UD Pulley question/problem?

UD Pulley question/problem?
I bought a used SLP UD Pulley for my LS1. I was looking at it this morning in preparation to install and have a question. I can rotate the outer shell with the center remaining stationary. My question is: Should this happen or did I get screwed? I searched and had no luck finding the answer...

After further inspection, it doesn't even appear to be an SLP pulley. There are no makings on it anywhere for identification purposes, no timing marks and the crank hub does not have a keyway. The guy I got it from told me it was on his car for 500 miles and sent me a link to the SLP UD pulley on TSP stating that is what it was...guess this is one of those bought lessons. I now have a $125 paperweight and still need a pulley for my car.

Shouldn't it have timing marks or a part number on it though? There is nothing on it anywhere. I was basing the comment about markings on the pic from vendors showing the SLP with timing marks. Here's a link to SLP's site... http://www.slponline.com/product/100...e-Pulley.html#
I know that a stock LS1 crank does not have a key way but I had read that the pulley did have a key way in it, hence the reason for that comment. Also Powerbond, that provides the SLP pulleys, have a key way cutout and timing marks.
I don't mean any disrespect but this just doesn't seem right to me. I contacted the individual that I purchased it from. He said he purchased the SLP UD from a board supporter (I'm not saying which one) about 2 years ago, ran it for about 500 miles or so (weekend car, out of town ALOT) and swapped for an ATI. Based on the pics I have seen and looking at mine, I don't think what I have is an SLP Pulley though.
I'll post up some pics of the pulley that I have later.
