Absolutely correct. The way the ones I've seen are made are clearly different then stock pulley.
The under drive is to each his own. Some people notice some issue and can be overcome with a higher idle. That is good information when people ask about under drives.
In my opinion there is little to no point in installing an under drive crank pulley and over drive accessory pulleys though, I would spend the money elsewhere if that was the plan. Just my opinion though.
