Default Belt alignment issues HELP!

I'm having an issue where my belt is riding off the water pump, which causes the belt to jump off the power steering pump.

Power steering pump is factory, water pump is factory and brand new, the alternator is a Hawks passenger side c130 mount, crank pulley is a fluid damper copy with a procharger pulley.

I had no issues with my ls1, but now that I swapped in a 5.3 I cannot seem to get it to align. Belt is straight onothe bottom of the alt and ps going around the crank pulley. But from the top of the alt, around the wp and over the ps it is kicked out.
I have tried spacing the alt/ps pump with washers and it gets worse as expected.

I'm out of ideas...
