Headlight issue.. any suggestions? (progressive failure)

Headlight issue.. any suggestions? (progressive failure) Ok here's the deal....
after i removed and reinstalled my Front Clip, the passenger headlight would not pop up... so I had to manually crank it up
fast forward 2 weeks later... one day I'm going out at night and now NEITHER headlight will pop up
I haven't looked into it much yet (don't drive the car that much lately... so not hard to manually crank the lights up) ...
Any suggestions as to what it could be?
I know it's not hte headlight motors... cause when I hit the switch to turn the lights on.. there's no noise at all... lights turn on but no lifting action....
Is there any common tie between both headlights where I may have broken 1 wire installing the front clip... then the vibration of driving caused the other to stop working?
I'll take some voltage measurements this weekend to see if my ground and power is good... but just lookin for any ideas or to see if anyone has seen this happen before.
