I tried a very cheap Chinese knockoff copy of the Holley EFI and it was a raging POS. Don't buy one of those! 
I would suspect the Holley would be of better quality and have better tolerances but I have no personal experience. My tuner said he likes to avoid Holley TBs for what that's worth.
I went with a Nick Williams and it worked great.

The whistle is likely audible if you have a low restriction intake system. If you have a stock or stock-ish intake, it is likely muffling the whistling sound. Even a stock TB will make a whistle or whooshing sound. Like on a carbureted car, take the air cleaner off and you'll definitely hear an air whooshing or whistling sound as the air enters the carb. Same is true of a TB, but most intake systems muffle the sound with restrictive intake pipes with bends, thick metal or plastic and a muffled air box housing the filter.
