I have my camshaft sensor out and am using a voltmeter to test the signal wire. It stays at 0 until I put metal near the end then it goes up to 9 volts then when I remove the metal it goes back to 0 but if I do it multiple times it will stick and stay at 9v. Is it safe to say the cam sensor is bad? The truck won’t start after doing head gaskets, it ran for a few second with the rpm’s going up and down then stalled and wouldn’t start again

A bad cam sensor will not prevent starting as it is only there to tell the ECU which stroke #1 is on.
