Default charging system problems

welp...im having a charging problem with the 99 SS...

Alternator is new and tested good at advance on the bench tester...
New Optima Red top battery...

its still showing on the guage that its not charging....it might jump to 14 volts for a second or 2....then goes back down....to 8-11 volts....is there any grounds or something missing?....i have the power wire...then the connector for the alternator....the wiring looks ok...

any ideas what it could be?...

What work has been done on the car?

Is it possible that one of the ground wires is off or cut?

I asked because I was having a problem with mine, and I changed the plug on the alt, and then had to get a new alt altogether. That fixed my problem.
