One side is flat as a pancake I know that. I am sure it is not stainless..

I heard stainless too a long time ago, I think it's just a low grade stainless is why it rusts like it does.

Yes, I think it is stainless, low grade, barely 409 stainless but stainless nonetheless.
The rest of the stock cat back (non SLP optioned cars that is) is aluminized though I think.

The stock Y pipe, as well as the rest of the stock exhaust is indeed stainless, albeit a cheap grade of stainless.

Metal. It is made out of metal.

It's stainless. The entire factory exhaust is stainless (like everyone has said).
